Primary Care Practitioner Loan Redemption Program
of New Jersey (NJLRP)

The Primary Care Practitioner Loan Redemption Program has always been subject to state appropriations and available funding. Effective July 1, 2019, this program does not provide funding for new applicants. Those who were already accepted into this program will continue to benefit provided all other eligibility is met.

The State of New Jersey legislature authorized the establishment of the Primary Care Physician and Dentist Loan Redemption Program of New Jersey in the Health Care Cost Reduction Act of 1991, which was renamed the Primary Care Practitioner Loan Redemption Program of New Jersey (NJLRP) in 2009. The program is administered by Rutgers Biomedical and Health Sciences (formerly University of Medicine and Dentistry of New Jersey) through a contract with the New Jersey Higher Education Student Assistance Authority (NJHESAA).

The NJLRP is designed to encourage primary care physicians, dentists, certified nurse midwives, certified nurse practitioners and certified physician assistants to practice in state designated underserved areas or federally designated Health Professional Shortage Areas (HPSAs).

Eligible health professionals who have completed their graduate training/residency program may apply to the NJLRP. Primary care providers must agree to provide primary health care services at a NJLRP approved placement site for a minimum of two years (maximum four years). In return, NJLRP providers may redeem up to $120,000 over a four-year period of service for qualifying educational loans.

Applications for both providers and placement sites are accepted on a rolling basis. There are no deadlines to submit applications. For more information click provider application and placement site application.

NJLRP Waiting List: The NJLRP experienced an influx of provider applications and the process for the placement of health care professionals has changed. Effective immediately, interested parties may submit a provider application to participate in the NJLRP but will be placed on a Waiting List, once program requirements are met. Part-time Option:
Part-time service is available for NJLRP participants in their third and fourth year of service. Learn more.

Federal Tax Exemptions Update:
Loan repayments made under the NJLRP are tax free for Federal taxes for health professionals working in underserved areas based on the Expanded Tax Benefit for Health Professionals Working in Underserved Areas created by the Affordable Care Act of 2010. Loan repayments made under the NJLRP remain as State taxable income.

NJLRP Legislative Changes:
The prior restriction requiring primary care providers to apply to the NJLRP no later than two years after graduation or completion of residency is no longer applicable.
